Purpose of the programme
The general programme “Solidarity and Management of Migration Flows” (hereinafter the “Solidarity Programme”) aims to respect the principle of solidarity in managing flows of persons by achieving a fair sharing of responsibilities between Member States for the financial burden of implementing an integrated management system for the EU's external borders, as well as the implementation of asylum and immigration policies.
Four funds have been set up under the Solidarity Programme: European External Borders Fund, European Refugee Fund III, European Return Fund and European Fund for the Integration of Third-Country Nationals.
The European External Border Fund (2007-2013) aims to promote the effective management of the flows of persons at the external borders of the Member States in order to ensure, on the one hand, a high level of protection at the external borders for purposes of internal security and, on the other hand, smooth border crossings for bona fide travelers in accordance with the Schengen acquis, as well as better management of activities organized by Member States' consular services in third countries.
In the period from 2007 to 2013, Latvia will provisionally have financial resources in the amount of EUR 20.4 million within the framework of the Solidarity Programme of the European External Borders Fund. Of these, the European Union funding is EUR 15.3 million (75% of the total amount of financial resources) and national co-financing from the state budget is EUR 5.1 million (25% of the total financial resources).
