On 26 April 2018, the Information Centre of the Ministry of the Interior, in co-operation with the state joint stock company “Latvijas Valsts radio un televīzijas centrs”, launched the project “Logical Data Centre” (hereinafter - the project) within the framework of the European Regional Development Fund Operational Programme “Growth and Employment” specific support objective 2.2.1 “Ensure increased re-use of public data and effective interaction between public administration and the private sector” activity 2.2.1.1 “Establishment of centralized public administration ICT platforms, optimization and development of public administration processes”.
The aim of the project is to create a secure, easily scalable and highly accessible shared infrastructure, which will operate both the existing institutional information systems and the systems to be developed in the new planning period of the European Union funds. The project will create a framework in which institutions will receive centralized ICT shared infrastructure services according to their operational needs.
To ensure the development and implementation of the Project:
- On 16 December 2016, agreement No. SL-2016/60 was concluded with SIA “Analytica” on the development of the ICT Services Development Concept in the amount of EUR 38,720 (including 21% VAT EUR 6,720);
- On 17 September, 2018, a closed tender “Modernization of the Integrated Data Centre Platform, Software Innovation and Technical Support Subscription for 4 Years” (ID No. IMM IC 2018/9) was announced, with an estimated contract price of EUR 3,719,008, the eligible project amount is EUR 1,926,429, excluding VAT;
- On 21 September, 2018, an open tender “Expansion of the Data Storage Cluster” (ID No. IMM IC 2018/14) was announced with an estimated contract price of EUR 310,000, excluding VAT;
- in addition to the above-mentioned procurements, by the end of 2018, within the framework of EIS, it is planned to purchase manufacturer's serial software required for the technical infrastructure and its operation for the total estimated contract price of EUR 1,450,000, excluding VAT.
- On 22 January, 2019, the Ministry of the Interior issues Order No. 1-12/117 “On the establishment of the Supervisory Board of the European Regional Development Fund Project “Logical Data Centre”.
- On 27 February, 2019, the Ministry of the Interior convened a meeting of the Project Supervision Council, chaired by State Secretary of the Ministry of the Interior, D. Trofimovs, and representatives of the MoI, MoI IC, MEPRD and CFLA participated in the meeting to evaluate the project and topical issues related to its implementation;
- On 18 March 2019, the Central Finance and Contracting Agency checked the payment request submitted by the Information Centre on 11 February, 2019 for the reporting period ending on 31 December, 2018 and approved the eligible project expenses in the amount of EUR 2,088,591.64 (direct expenses), incl. European Union funding of EUR 1,775,302.89 and state budget funding of EUR 313,288.75, for the purchase of the technical infrastructure for the expansion of data storage clusters and infrastructure equipment, and the serial software required for its operation for the modernization of data centres;
- On 9 April, 2019, the Information Centre of the MoI, based on the Cabinet of Ministers Regulations of 17 November 2015 No. 653 “Regulations on the implementation of the operational programme “Growth and Employment” specific support objective 2.2.1 “Ensure increased re-use of public data and effective interaction between public administration and the private sector” activity 2.2.1.1 “Establishment of centralized public administration ICT platforms, optimization and development of public administration processes”” Article 10 and 12, and in accordance with the Beneficiary project No. 2.2.1.1/17/I/023 “Logical Data Centre” within the framework of the ERDF operational programme “Growth and Employment” specific support objective 2.2.1 “Ensure increased re-use of public data and effective interaction between public administration and the private sector” activity 2.2.1.1 “Establishment of centralized public administration ICT platforms, optimization and development of public administration processes”, entered into a cooperation agreement No. SV-2019/35 with the SJSC “Latvijas Valsts radio un televīzijas centrs” on the cooperation in the scope specified in the Annex 1 to the contract SV-2019/35 “Declaration of the cooperation partner” and the State electronic communications service centre contract.
- In 2019, server equipment and infrastructure required for its operation were purchased to expand the capacity of the data platform and to purchase serial software for the cloud computing platform management solution in the second data centre in the amount of EUR 1,405,436.73 (including European Union funding in the amount of EUR 1,194,621.22 and state budget funding in the amount of EUR 210 815.51).
- In total, as of 27 November, 2019, 79% of the funding has been utilized in the project and payments have been made in the total amount of EUR 3,533,038.77 (including European Union funding in the amount of EUR 3,003,082.95 and state budget funding in the amount of EUR 529,955.82).
The total cost of the project is EUR 4,500,000, incl. European Regional Development Fund funding in the amount of EUR 3,825,000 and state budget funding in the amount of EUR 675,000.
The project is implemented from 26 April 2018 to 25 April 2021.
