ERDF project “Support System for Deinstitutionalization Processes (Round 1)”, project No.: 2.2.1.1/16/I/003

The project “Support System for Deinstitutionalization Processes (Round 1)” is implemented with the co-funding of the European Regional Development Fund within the framework of the operational programme “Growth and Employment” priority “ICT accessibility, e-government and services” specific support objective 2.2.1 “Ensure increased re-use of public data and effective interaction between public administration and the private sector”  activity 2.2.1.1  “Establishment of centralized public administration ICT platforms, optimization and development of public administration processes”. 

The aim of the project is to develop a unified support system for the deinstitutionalisation process, adapting the information system State Social Policy Monitoring Information System (SPOLIS) of the Ministry of Welfare, the Welfare Information System (LabIS) and Adoption Register, supplementing social services operational data processing functionality and providing the open-access data of the sector for the wider public at a non-personalized level.

DI is a service system that provides the necessary support to a person with limited self-care abilities to live at home or in a family environment. It aims to promote independent living and social inclusion for people with disabilities.

At the end of the fourth quarter of 2019, the open data portal (data.gov.lv) and the portal of the Latvian Association of Local and Regional Governments BLIS provide the interested parties with data sets prepared from the data of the LabIS system on various welfare sector policy issues. 
In the first quarter of 2020, a review of the project plan and a review of project funding was carried out.
During the implementation of the project, several procurements have been carried out and various developments are underway: 

  • The data area of the State Employment Agency has been developed in the LabIS system;
  • the sharing environment or portal of the State Social Policy Monitoring Information System (SPOLIS) of the Ministry of Welfare has been developed, thus ensuring accessibility for a wider range of service providers;
  • the functionality of the financing principle “Money follows the customer” has been developed;
  • the functionality of state co-financing for the social service “Group house (apartment)” has been developed;
  • the work environment of the Support Centres has been developed;
  • the functionality for managing the deinstitutionalisation process has been developed;
  • works for significant improvement of the Adoption Register have been developed;
  • a security and performance audit has been performed.

The project was successfully completed on 21 November, 2020 and all intended performance indicators have been achieved.
