IMPROVEMENT AND DEVELOPMENT OF INFORMATION SYSTEMS AND RELATED PROCESSES IN SUPPORT OF MIGRATION AND ASYLUM PROCEDURES
Project name: Improvement and Development of Information Systems and Related Processes in Support of Migration and Asylum Procedures”.
The project is implemented by: Office of Citizenship and Migration Affairs in cooperation with the Information Centre of the Ministry of the Interior and the State Border Guard.
Project implementation:
01.01.2018 – 31.12.2020.
Project costs: The total financing of the project is EUR 1,328,526.00 (of which financed from the Fund: EUR 996 394, state budget financing: EUR 332 132).
MoI Information Centre funding: EUR 130 576.
Specific goal of the project: Develop migration and asylum information systems to collect, store, analyze and disseminate data and statistics on persons and flows, thus promoting and strengthening cooperation between institutions involved in the migration and asylum process.
Measures planned in the project:
- Improvement and development of the Unified Migration Information System (VMIS) software (incl. improvement of the VMIS Asylum Seekers Register and Residence Permits Register);
- Improvement of the Biometric Data Processing System Technological Platform “Fingerprint Information System for Asylum Seekers” of the Information Centre of the Ministry of the Interior;
- Training of VMIS users on the changes in system functionality;
- Digitization of personal files.
As a result of the project implementation: Information systems supporting migration and asylum will be improved and developed, as well as co-operation between institutions involved in the migration and asylum process will be improved.
Results from 01.01.2018 until 31.12.2018:
Measure 2 “Improvement and development of information systems supporting migration and asylum procedures”: Improvement and development of the Unified Migration Information System (VMIS) software (incl. improvement of the VMIS Asylum Seekers Register and Residence Permits Register) and the development of the Office of Citizenship and Migration Affairs “user load accounts”)
- In co-operation with Finland, within the framework of the project “Increasing the Efficiency of Latvian Home Affairs Institutions (Round 1)” led by the Ministry of the Interior, recommendations for the development and implementation of “user load accounts” in VMIS have been developed.
- Development of technical specification for VMIS software functionality improvement and development works has been completed.
Measure 3 “Improvement of the Fingerprint Information System of Asylum Seekers of the Information Centre of the Ministry of the Interior”: Improvement of the Biometric Data Processing System Technological Platform “Asylum Seekers Fingerprint Information System” of the Information Centre of the IeM. The activity will be implemented by the Information Centre of the IeM in the period from 01.01.2019 until 31.12.2020.
- The necessary interface requirements for ensuring the exchange of data between the VMIS Asylum Seekers Register and the Asylum Seekers' Fingerprint Information System of the Information Centre of the MoI have been approved.
Measure 4 “Digitization of the files of asylum seekers and residence permits” Digitization of asylum seekers' files has been ensured.
Results from 01.01.2019 until 16.12.2019:
Measure 2 “Improvement and development of information systems supporting migration and asylum procedures”: Improvement and development of the Unified Migration Information System (VMIS) software (incl. improvement of the VMIS Asylum Seekers Register (PMR) and Residence Permits Register) and the development of the Office of Citizenship and Migration Affairs “user load accounts”)
- Work is underway with the developer AS “RIX Technologies” on VMIS software improvement and development, and so far two deliverables have been received. The first deliverable - additions to the VMIS PMR subsystem (the volume of data to be included in PMR has been increased and the VRS data input in the scope of the initial survey data has been supplemented; improved records, benefits and accommodation sections), second deliverable - version 1 of “user workload accounts”.
- Training of State Border Guard officials and employees of the Office on the improved functionality of the Register of Asylum Seekers has been started.
Measure 3 “Improvement of the Fingerprint Information System of Asylum Seekers of the Information Centre of the Ministry of the Interior”: Improvement of the Biometric Data Processing System Technological Platform “Asylum Seekers Fingerprint Information System” of the Information Centre of the IeM. (The activity is implemented by the Information Centre of the IeM in the period from 01.01.2019 until 31.12.2020)
A specification for procurement for the improvement of the Asylum Seekers' Fingerprint Information System is being developed in order to ensure the exchange of data between the VMIS Asylum Seekers' Register and the Asylum Seekers' Fingerprint Information System of the Ministry of the Interior.
Measure 4 “Digitization of the files of asylum seekers and residence permits”
- Digitization of asylum seekers' files has been completed.
- Work is underway on the management and digitization of residence permit files.
Results from 01.01.2020 until 22.12.2020:
Measure 2 “Improvement and development of information systems supporting migration and asylum procedures”: Improvement and development of the Unified Migration Information System (VMIS) software (incl. improvement of the VMIS Asylum Seekers Register (PMR) and Residence Permits Register (UAT)) and the development of the Office of Citizenship and Migration Affairs “user load accounts”)
- The final deliverable of the VMIS software functionality has been received from the developer AS “RIX Technologies” (additions to the VMIS PMR subsystem, additions to the VMIS UAT subsystem, load accounts (second part), data exchange between the UAT and Register of Natural Persons information system, data exchange between PMR and Court Information System, data exchange between PMR and EURODAC).
- The final handover of Residence permit statistics and Asylum seeker statistics for data warehouse has been received from the developer AS “RIX Technologies”, this includes a new data warehouse solution for the analysis of the Residence permit and Asylum seeker statistics and the delivery of the Asylum seeker data to the data storage, as well as reports for selection for the needs of the Office and the State Border Guard.
- Training of State Border Guard officials and employees of the Office on the improved functionality of the Register of Asylum Seekers has been completed. Training material has been developed for users.
Measure 3 “Improvement of the Fingerprint Information System of Asylum Seekers of the Information Centre of the Ministry of the Interior”: Improvement of the Biometric Data Processing System Technological Platform “Asylum Seekers Fingerprint Information System” of the Information Centre of the IeM. (The activity is implemented by the Information Centre of the IeM in the period from 01.01.2019 until 31.12.2020)
- The final handover of the improved functionality of the Biometric Data Processing Information System has been received from the Developers - the association of persons SIA “WeAreDots” and SIA “Dati Group”.
Measure 4 “Digitization of the files of asylum seekers and residence permits”
- By the end of 2020, more than 8,000 residence permit personal files had been digitized.
By making amendments to the Project, the implementation of the Project was extended until 31.12.2022, introducing a new measure “Equipping Archive Premises”, which is planned to be implemented in the next period.
